They won't give it. Much less with EaW to come out realatively soon. If EaW becomes a hit (there's already so much hype about it that even if the game sucks much people will have already bought it, etc) the masterminds at LEC would be thinking of releasing a sequel. The lazy folks at LEC will also look around for ideas for the game, or the sequel and they will come back to Rebellion. Let's admit it, Rebellion is a game that's was released at the wrong moment. LEC has come to realize that Rebellion was not a game for 1997, it would have been a great hit if they released it in 2005. Because there was nothing wrong with Reb other than crappy graphics, crappy sound, and a higher learning curve (it wasn't a game for young folks). Graphics can now really provide the cinematographic experience of SW, much the same for sound. And the rts gaming age average is now much higher than it was in 2005. There'll be more rts gamers who have a better grasp on strategy. Starting with EaW LucasArts will try to resurrect their RTS branch, working towards a smarter game such as Rebellion was. Why would they release the source code of the game that's the 'rough' outline of their rts games for the years to come?
