For example a 256 color palette, like with Rebellion, means, that your picture will also have 256 colors. With many graphic programs you got the option to look at the palette of the current picture, so you're also able to see which colors can be in it. Most of these programs also let you save it then, so you can apply it later to other images. Alternatively, you could also take your image, that uses more/different colors and paste it into a picture with the apropriate palette, thus converting your picture to the other's palette. The template pic I meant is one, that is in the same .zip file, as that tutorial. Template means something like "blue-print", a basic framework, that helps you construct your picture. This black picture I included (for example: "fighters template 128.bmp") already has the palette of Rebellion's textures, so you can either extract the palette from it, or copy your images into this one. That last method is just not as accurate, that's why I don't encourage it.
