The DS was only used twice. Tarkin used it to destroy Alderaan, and he had already tested it with the destruction of Despayre. I don't think that the DS was built right after Palpy crowned himself. The DS which was bigger, was built in less than 4 years, with the design corrections. THE superlaser was designed int he maw, the only desgin that was available at the time of EP II was the superstructure. So for all that counts the DS of Ep II may have been jsut the hull, much like the Eye of Palpatine and such stuff.

In my school you learn German becasue it's a school partly financed throught the taxes that Mask, dude and all the otehr germans pay. Plus what my parents pay too. In COsta Rica, public school offer English and French. SOem used to offer Italian, but no longer. As a matter of fact in the country there are only two school that teach German, my Humboldt-Schule and a Jewish Institute.

That's the essence of ficticious writing, isn't it? Adapting your message to our world, or a slightly altered world. Science, ethics, politics and the rest of daily stuff only get exaggerated and altered accordingly to what the author deems necessary for his work.
