Unfortunately, from what I've heard, the only nations that can enforce any real embargo are China, Russia, India, the surrounding nations and to a lesser extent France. Most surrounding nations haven't really done much. China's lightly condemned the actions and the French oil company is more interested in profits than blacklisting.

There is a new GUI. And the GUI should work .... should being the key word there. Unfortunately, the Reloaded installer doesn't work perfectly every time and I don't remember if there's a perfect solution to fix this. Read through some of the installation and FAQ threads, they should help. A lot of people have had problems installing the mod, with certain elements not installing. At first you don't succeed, try again
