B: Palpatine. Originally there are tons of Jedi, and only two Sith! Massively unbalanced! Palpy orders some Jedi extermination, and next thing you know: Bammo! Only a handfull of Jedi against two Sith! Not quite balanced, but about as close as you're going to get to it.
