Try this: 1. Create a new pic with 1 pixel width, 2 pixel height. 2. Color the bottom pixel black and leave the other one white. 3. Click Edit>define pattern 4. Now go to your pic or your letters. Select it and click Layers>Add Layer Mask>Reveal all. 5. Now click Edit>Fill. 6 select Pattern and choose the pic with the black and white pixel.

To give it an even greater holo look i suggest you add an empty line between every pixel. A bit like what i did on mine.

Perhaps by applying two successive gaussian blurs to a gradient and lowering the oppacity?
