Just make your own.

 

Click Menndo -> Save Card (somefilename.rcc)

Pick your Rebel slot, Load Card

 

Click the 'E' (Encyclopedia Editor) -> Right-click image -> Autogenerate -> As Alliance Character

 

There ya go

and remember to change the check wher it says can be recruited by: Alliance, and not Empire..

What happens, when all checks are at the side of the rebellion? No minor agents for the empire?

... good question.

 

I see two possibilities: a) the game would crash, or b) the Empire would really have no minors... hmm.
