Try this, I think it might help clear up some of the issues people are having: How do I rotate the camera in the game? Star Wars: Empire at War natively supports three button mice. To rotate the camera in Tactical Battles you can rotate the camera by holding down the Ctrl key on the keyboard and the Middle Mouse Button simultaneously. If you have a mouse with only two buttons, or experience any issues with this configuration, you can change the camera controls in the Game Options menu by clicking the Alternate Mouse Controls checkbox. This configuration will require you to hold down the Ctrl Key and the Right Mouse Button simultaneously to rotate the camera. You will not be able to rotate the camera in Galactic Mode.
