I got that impression from one of the short stories about him, where he refuses Jabba's offer of Princess Leia. He's simply a man out to uphold the law, not matter who's in charge.

It's the Mandalorian code of honor thing. He wants to fight those that are the greatest of fighters...Jedi, Vong, Imperials. Its a honor based culture if you're a mandalorian.

If you want to find out more about Mandalorian culture I suggest you Buy

"Star Wars Knights of the Old Republic" I found out a lot of new things about mandalors in it. And with that it is surely one of the best SW games.
