how do i make it go up? like what gives you higher maintenance points cuz i'm not 100% sure cuz i don't a manual handy.

Mine + Refinery = 50 Maintenance

 

That's total count of mines and refineries, not planet specific. Thus just total your combinations of mines and refineries and multiply by 50 to get your total maintenance.
