I'm playing as the empire and have researched the tech for and recruited the smaller SSDs, however I can no longer research the tech for the executor class. Is this by design?

OK thanks. Is this for technical reasons or otherwise?
Primary reason is technical; the buff chains the supercap system works off of makes it impossible to allow for both supercaps.
