City making game

I know of Simcity games but beside these what other city making game is there that includes military and not Civ 4 either. If theres none other then damn those people expanding in the WW2 era and not in other genres.

The Ceasar games. There are a couple of them at least. There is also Civilization 1,2, and 3!

You could always get an SNES emulator, and DL Utopia which is an extra-solar colony simulator. Pretty fun. You get to wage war on enemy civs, of course you dont control the battles but you get to conduct intelligence so on and so forth.
