Thanks all. I figured it out after completing that particular mission. This sure needs to be added to the faqs.

I am playing the campaign as the Empire. I know I am supposed to build research buildings, but the only buildings I am allowed to build are "barrack," "mine," "light vehicle buliding" and "afficer's building." And of course I can build a space station and upgrade it. Is the research building an option that opens up as you advance in the campagin? If so I have not found it in manual. Granted I am not good at reading every word.
