He definitly used the Force to deflect the blaster shots in ESB. I guess the reasons he didn't absorb the blast in ROTJ are the following: 1) The Emperor's blasts may have been to hard to block. 2) He had just had his bloody hand cut off! I don't know about you but i would find it hard to concentrate in such a situation.
