Rebellion on steam and Rebed

I have rebellion on steam and the CD version. I reinstalled Rebed into the steam version of the game. However, when I go to load in cards or what not, it always says its a partial install. So, I was just curious what I was doing wrong? 

 

Also, is there any AI enhancements? I find even the hardest setting easy in the Vanilla game.
