RebEd Not transferring changes to my Rebellion Program

Any help here would be definitely appreciated.

 

I am not sure where to place the RebEd Installation so I placed the REBED folder in the main SW Rebellion Program Folder.   

 

That being said, whatever changes I make in RebEd do NOT show up in my Rebellion Game.  

 

Can someone tell me what I am doing wrong please?
