Faction Required - no idea what this is

Trying to build a Titan with Galactic Empire Mod. Says I need Faction Required but I dont know what is meant by this, cant find anything in research called Faction, cant find anything on google or this forum about how to build a titan.

Q. I researched the techs to build supercaps, but I can't build them from the supercap factory, why?

A. Every homeworld starts with a supercap factory. Due to Rebellion limitations, you "build" your supercaps via an ability on the supercap factory. Once the ship is "built" it will randomly hyperspace to a point on the planet; unfortunately this point cannot be changed.

I ran into a similar problem. To clarify what happened, I was able to research 2 of the 3 tech tree items need to unlock the titans. I can build the Allegiance class titan (playing as empire) and have deployed a few of them.

 

However, the other star dreadnought design tech is blanked out and says

"requires faction" as the missing requirement.

 

As a result I can't research or deploy the Executor. I have however encountered one deployed by one of the computer players. If there is something else I am missing please let me know.

Please note, you can only build one of your faction's two supercaps, choose wisely.
