AI. Why does it seem it lacks iniative?

Why does it seem the AI doesn't have the Intiative to make attacks and build more fleets etc.? After they try to attack 2 or 3 times and you take 3 or 4 Planets they quit attacking you. I'd like to have a good fight. I'd like to be able to test those expensive HV Guns. I've tried it on hard where's the challenge? Is there a way to make the AI better??
