How do you enable a disabled unit?

It's kinda complicated.  Luckily (and a few others, mainly z3r0x) have created mods that add some of these disabled units into the game.  Look at List of Hidden Stuff for a lsit of things, and links to mod downloads.

It's a line in the XML files that tells the game at what Tech Level the unit becomes available. For example, Red Squadron (Luke Skywalker) isn't available until Tech Level 5 (which is when you can build level 5 space stations, after you steal plans for the Speeder, MonCal Cruiser, and one other thing I can't recall right now for the Rebels; researching up to level 5 for the Empire). Units can be disabled by requiring a Tech Level that can't be achieved in the game (99). Find the line and change it to a value between 0 and 5.
