possible bug?

I'm not sure if this is a bug, but when i play galactic conquest, Empire at War map, 35 planets (i think) start at tech 1.

  If i engage in a battle and actually control it myself, either space or land, and win or lose re enter the galactic map the entire game has paused, but it can not be un-paused.

 

sorry if this  hase alredy been brought up.

 

And before anyone asks, i have the lates update.
