One thing of notice: Make sure any files put into the XML folder are in ALL CAPITAL LETTERS. Hope this helps!

IT DOESN'T MATTER! my files aren't in caps and they work perfectly.

Did you just drop the XML's in the data folder, or did you put them in the XML folder?  'Cause they won't work if you just drop them into the Data folder.

anyone? can anyone help?  ???

What everyone else is saying.  Make a folder in /data called /xml (i.e., it's /data/xml).  This folder doesn't exist when you install the game so you have to make it yourself.  After you make the folder put your xml files in it; DO NOT put them in the /data folder.  So if you've changed specialstructures.xml, the path to your changed xml file will be:  /data/xml/specialstructures.xml.
