How do I research as the Empire? (campaign)

I am playing the campaign as the Empire. 

 

I know I am supposed to build research buildings, but the only buildings I am allowed to build are "barrack," "mine," "light vehicle buliding" and "afficer's building."  And of course I can build a space station and upgrade it.

 

Is the research building an option that opens up as you advance in the campagin?  If so I have not found it in manual.  Granted I am not good at reading every word.

You can't build research centers in campaign. Your tech level increases by completing assigned missions.

I think that this should be posted in the Questions for New Members forum. If you are a new member, or new to the game, or something like that, ask your question there. Or it should be stickied....one of the two.
