hi, i know that admiral is for the navy general for army and commander for spec ops but what do they actually do in the game?

They improve the performance of capital ships and fighters in the tactical battle, and your troops attacking or defending a system. Generals also make enemy missions on systems/fleets upon which they're based much less likely to succeed.
