What XML file do I liik in to change the Galactic Pop Cap? Or is this possible?

I don't know any other way than this:

Open Planets.xml. Hit Ctrl+F and type "5". Modify that for the planets you own so that you have a larger Galactic Pop Cap.

That goes up or down per planet. The base value is in factions.xml.

Excellent! That worked perfectly! However, I have another question. I attempted to increase the Mon Calamari cruiser's weapon hardpoints by changing the code from this:

however, that simply overlapped the existing hardpoints which is fine, except after one hardpoint is destroyed the others are invincible, and the Corvette hardpoints did nothing.

Just copy the hardpoints you want and change their name, plus change the visible and destructible options off
