He should not be in the game. All the imperial high command knew about him, the only ones didnt knew were the rebels. He has all the right to be on this game. Nevertheless, the important thing here is that Palpatine created the Circle of the Grand Admirals two years before the battle of Yavin and not even one of them are on this game. Check this web site for referance of all the Grand Admirals in the Star Wars universe. They have the biography of all of them and why they were so important to the empire. Don't you remember the G.A.M.E. trailer? All heroes come back. Anyways, with Palpatine it at least makes sense (since Byss is in the game). There should be a way to sabotage his cloning facilities like they did in Crimson Empire though.

Remember, the rebels have to take over a planetto gain a hero. We've already covered this, and Thrawn was not in the Unknown Regions at the time.
