The Rebels and Imperials don't negotiate, wtf would they talk about?

"You are tyrants and must fall!"

"You are terrorists and must be brought to justice"

c'mon, its between the Rebals or Imperails and a neutral planet

for example: Rebels to Wookies "Rise up against the Empire and we'll come and fight with you!"

Imperials to Bothans: "Join us, or die."

See what i'm getting at here

I disagree, the imperials did(forgot which planet/book it was in) negotiate with the rebels to beat a common foe. There could be a temperory truce to beat a stronger neutral party. (the empire ended up betraying the rebels but were killed because the rebels had Luke Skywalker and Mara Jade)

There are more ways to take over a civilization than war: threat of war, sabotage, bloackades, strong arming, bribery, protection scams, the promise of liberation, military aid, economic aid

Since your faction can have a standing with the natives and governments of the planets, there must be a way it affects gameplay

If the Death Star was looming overhead and you knew what it can do, and the Empire came down and offered you the "Join us, or die." deal, your opinion of the Empire would have bearing on the choice to join them, or to die.

i really hope that i can actually offer some planet "Join me, or die."

I agree. Though for the rebels, it might have to be not just the promise, but the real thing of military or economical to convince the locals to rise up against the mighty empire.
