I need help making this dash rendar pic look good plus reduce the lighting on the face.

Copy it, paste it into paint, then save it as a 256-color bitmap. It will change the colors around a little and darken the lighter side of his face. If thats not adequate for you, then you might try some shading options on the more professional programs like PSP
