Actually, it simply means that Irish, English and Australians like their alcohol . . . a lot. And believe me, I've seen mates of mine go through a couple of beer slabs by themselves without being much worse for wear. Plastered is pretty much a slang/colloquial for being very drunk, to the extent that one no longer remembers what has or is happening (and the following day, you don't remember what you did whilst drunk), usually involves bringing back up the large amounts of alcohol consumed and doing very stupid things.
