there was an episode called "the deadly assassin". in it, The master looks strikenley like emperor palpentine

 

i think george lucas took this character from this episode.

the master in the dr who series was a very powerful techno mage. he travelled throughout the galaxy and acquired knowledge from civilizations that increased his dark powers.

If it were for the picture alone, I would have said 'no', but considering the part about the technomage, I'd say there's a fair chance that GL tapped in to this source.

He talks about it in a making of I saw. Its apparently that that gave him the idea to make a space opera.
