I've had almost all Rebels captured on Byss, with Vader as a General and a fleet with Daala as an admiral. I saved the game and used RebEd to Enable all minors to the Empire, and disable them for Alliance. I've loaded the game. All of them were still captured. I've found an empty planet in the Rim, put a troop regiment there (it became mine), and moved the captives there, and then I've removed troops (planet is neutral again), and all the characters have escaped to a fleet orbiting a planet, and all of them were mine!
